Chapter 5 - The Silent Partner

To bring down a dynasty like the Blackwells, I needed more than just financial records. I needed their silent partner—the person who had been helping them hide the embezzled funds from the federal regulators for years.
That person was Julian Vance, a high-ranking official at the municipal zoning and development department. He was the one who had been approving the Blackwells' massive, over-budget construction projects, allowing them to launder the stolen pension money through construction costs.
I met Julian in a quiet, out-of-the-way cafe on the edge of the city. He looked nervous, his eyes darting to the door every time the bell chimed.
"Mrs. Hayes," Julian said, his voice barely a whisper. "I shouldn't be here. If Vivian finds out I'm talking to you—"
"Vivian Blackwell is currently sitting in her mansion with her phone lines cut and her bank accounts frozen, Julian," I said, sliding a thin manila envelope across the table. "She can't help you anymore. But the federal prosecutor can."
Julian opened the envelope. Inside were copies of the offshore wire transfers from the Phoenix Trust directly to his personal bank account in Panama.
His face drained of all color. He slumped back in his chair, looking like a man who had just seen his own obituary.
"I didn't have a choice," Julian stammered, his hands shaking. "The Blackwells... they had leverage on me. They knew about my gambling debts. They said if I didn't approve the development grants, they'd expose me."
"And instead, you helped them steal twenty million dollars from hardworking construction workers," I said coldly. "Here's the deal, Julian. You sign a full confession detailing Vivian and Carter's direct involvement in the embezzlement, and I'll make sure the prosecutor recommends a reduced sentence for cooperation."

Julian stared at the Panama wire logs, his shoulders slumping in absolute defeat. He pulled a pen from his pocket.
"I'll sign," he whispered. "Just keep Vivian away from me."
