Chapter 19 - A Crown Freely Offered|

The tribunal lasted six weeks.
Edmund Blackthorne was charged with conspiracy, unlawful imprisonment, the suppression of bloodlines, and the deaths of several people who had attempted to expose his regime. Richard Sinclair and Thomas Vale faced separate proceedings. Preston Hale's pack stripped him of his title, and Genevieve testified against the network that had helped her father.
Hazel was called to testify about the medical treatments she had received as a child.
She spoke calmly, even when the questions brought back memories she had spent years trying to forget. She explained how the suppression had affected her life and how she had been taught to interpret her differences as failures.
When the tribunal asked whether she wanted the people responsible punished, she answered honestly.
“I want accountability. I want the records preserved. I want no child to be told they are broken because someone fears what they might become.”
The ruling dismantled the secret program and established independent oversight for all royal medical research. The victims' families received access to records that had been withheld for decades.
Rowan was formally cleared of treason. The royal archives restored his name, though he declined to reclaim the lands taken from him.
“I don't need a title to be your father,” he told Hazel.
She smiled sadly.
“No. But I do need you to stop disappearing whenever things become difficult.”
“I'll try.”
“Trying is a beginning.”
Their relationship grew slowly. Rowan learned about Hazel's work, her favorite food, and the ordinary details of the life he had missed. Hazel learned that he was not a legend or a perfect protector, but a man who had made a terrible decision out of fear and was now trying to do better.
Adrian faced a different challenge.
The new charter required the king to surrender his ability to compel obedience through the royal bond. Some advisors feared the crown would lose its legitimacy. Others argued that a ruler who could not force loyalty might finally earn it.
Adrian signed the charter before representatives from every territory.
The ancient royal bond changed that night. It no longer pressed against the wolves of the kingdom like an invisible command. Instead, it became a voluntary pledge between the crown and the territories, renewed through public consent.
Adrian remained king, but his authority was now limited by law and accountable to an elected council.
After the ceremony, he found Hazel standing beneath the same silver crest that had once cracked above the royal garden.
“You did it,” she said.
“We did it.”
“No. You chose to give up something powerful. That was your decision.”
He looked at her.
“I learned from someone who refused to kneel.”
Hazel smiled.
For a moment, they stood quietly together.
Then Adrian took a breath.
“I still believe we are fated mates.”
Hazel's heart softened, but she did not let the word decide for her.
“And I still believe fate is not a substitute for a choice.”
“Agreed.”
“I want to finish building my company. I want to help establish independent protections for people who don't fit the pack hierarchy. I want time to learn about my wolf without becoming a royal symbol.”
“Then take that time.”
“And if I choose to leave the kingdom?”
“I'll make sure you can.”
She studied him.
“Even if it means losing me?”
“Especially then.”
Hazel reached for his hand.
“I haven't decided what I want forever to look like.”
Adrian closed his fingers around hers.
“Then we don't decide forever tonight.”
For the first time, Hazel felt the bond between them settle into something gentle.
But the next morning, the council delivered a sealed document to the royal residence.
It contained a clause from the founding charter that no one had seen in centuries.

If the Moonveil heir accepted the king's bond voluntarily, she would become not his subject, but his equal.
And if she refused, the crown would pass to a new line.
